We, Albanian academics and researchers abroad, reaffirm our solidarity with the students and citizens who have been protesting for months for a more democratic Albania, with accountable institutions, justice and real opportunities for the future. Beyond political convictions, we should all be united by a fundamental human concern: no family should have to wait in fear for a young person to come home after going out to protest for a better future.
In our first statement we stressed that the protests are not a reaction to a single event, but the expression of a deep social discontent created by repeated political and institutional failures. After months of mobilisation and sustained demands, the lack of credible responses has deepened distrust in the institutions. We distance ourselves from any form of violence. Nevertheless, the recent developments cannot be separated from the history of the protests and the causes that have driven them. Responding to this crisis requires understanding and addressing these causes, not diverting attention from the protesters’ demands.
At the heart of this crisis also lies the question of what future Albania offers its young people. The underfunding of education and scientific research, the lack of meritocracy, political interference and limited professional prospects are not problems separate from the democratic crisis. When knowledge and honest work are not given the value they deserve, it is not only young people’s chance to build their lives in their own country that is weakened, but also the belief that institutions serve the citizens. Education, science and innovation must be at the centre of institutional change and of a new social contract.
The government and the political class bear a particular responsibility to respond to this crisis. It is not enough to ask citizens for calm and patience while their demands remain unanswered. What is needed is genuine listening, accountability, and public commitments with clear measures and deadlines, especially for education, scientific research and opportunities for young people. The responsibility of those who hold the authority and the means to act cannot be equated with that of the citizens who are demanding change.
Law enforcement has a duty to protect citizens even when they are protesting against the government. The published footage and testimonies of the use of force call for a serious, independent and transparent review, assessing the necessity and proportionality of the interventions as well as the responsibility of those in command. Public safety and respect for fundamental freedoms must not be treated as mutually exclusive goals.
Civil society and the media have a responsibility to protect the space for democratic protest and not to divert attention from the citizens’ demands. We call on international partners, in particular the institutions of the European Union, the EU Delegation to Albania and the U.S. Embassy, to follow developments closely, to insist on respect for democratic rights and to encourage institutional accountability. In our previous letter to the European Commission we set out our concerns about education and Albania’s democratic future. These concerns remain relevant and call for sustained engagement, beyond general appeals for calm.
Social peace is not merely the absence of protests or confrontations. It requires justice, institutions that listen, and real opportunities for citizens to influence decision-making. The response to the crisis cannot be limited to maintaining public order; it must address the political and institutional conditions that have eroded citizens’ trust.
Our support for the legitimate demands of the students and citizens remains unwavering. We owe young people an Albania where they can build their lives with dignity and demand change without fear. They must feel that this country hears them, protects them and needs them.

We, a group of academics abroad, express our full support and solidarity with the peaceful civil protests in Albania and their legitimate demands for a new Albania, governed with accountability, transparency and justice and by institutions that serve the citizens, not those in power.
We believe that many of the challenges Albania faces today are the result of chronic political and institutional failures, which, over the course of many years, have undermined public trust in the government and justice system and have eroded the hope of the Albanian people for a better future in their own country. Therefore, the current protests are not just a reaction to a momentary situation, but an expression of profound social fatigue and discontent with models of governance that do not serve the common good.
We also see this crisis through the lens of the state of education, science, and innovation in Albania. The policies that have been pursued over the last decades have not placed these sectors and the human capital at the center of the country's development. On the contrary, they have tolerated underfinancing, the lack of meritocracy, the weakening of academic integrity, transactional relationships, and the lack of a long-term vision for the pursuit of knowledge for the good of the nation/in the interest of the nation/as a national interest.
In the absence of high-quality education, serious scientific research, innovation and meritocracy, there can be no sustainable development, competitive economy, or strong democratic institutions. No society can experience progress as long as it undervalues knowledge, weakens universities, alienates its youth, and treats skill, competence, and honest work as secondary values. Therefore, the state of education, science and innovation is not a niche concern but a direct indicator of the failure of the governing model that has been in power until now. Chronic underfinancing, political interventions, the fragile autonomy of higher education, low standards, and lack of integration in the economic development are part and parcel of the same crisis that Albanian citizens are justly protesting against in the streets.
For years, Albania has been losing a significant portion of its qualified professionals and young people. To change this reality, it is imperative to restore the confidence that knowledge, skill, and merit are valued and can create real opportunities for the future.
As Albanian academics and researchers abroad, we express our readiness to contribute our experience and expertise to a future in which a new Albania builds credible institutions in service of the public interest and gives education, science, and innovation their due place. But this contribution is contingent on fundamental political and institutional change; this change is justly being demanded by the citizens who are protesting every day and are showing that a new Albania is possible.
The future of Albania cannot be built without knowledge. A country that does not value education, science, innovation, and its human capital diminishes itself. A new Albania requires not only political change, but also a clear break from the long-standing failures that have blocked the country from reaching its potential.

Honorable President von der Leyen,
Honorable Commissioner for Start-ups, Research and Innovation, Ms. Zaharieva,
Honorable Commissioner for Enlargement, Ms. Kos,
We are a group of Albanian researchers, academics, and professionals engaged in institutions of scientific research and higher education, mainly in member countries of the European Union. In this capacity, we express our support for the legitimate demands of Albanian citizens during the peaceful protests that ask for the strengthening of the rule of law, as well as accountable and transparent institutions that serve the public interest.
These demands are in line with the fundamental democratic values of the European Union and the criteria that guide the membership process for Albania.
Among the challenges the country faces, we believe that the state of education, scientific research, innovation, and the emigration of human capital from Albania deserve special attention. These fields are not just public policy sectors; they lay the foundation for a consolidated democracy.1
The experience of member countries of the European Union shows that long-term investment in education, science, and innovation has been decisive not only for economic growth, but also for the strengthening of democratic institutions, meritocracy, and civic engagement.2–5
In Albania, these sectors have been weakened by short-term policies, political influences in the decision-making process of institutions of higher education, the lack of political will for the development of knowledge and scientific research, as well as lack of strategic coordination among policies for education, scientific research, and innovation.6–11
One of the most visible consequences of this institutional paralysis is the ongoing emigration of human capital. National and international indicators show the continuous emigration of young people, researchers, and qualified professionals. Beyond economic reasons, the emigration is due to lack of confidence that knowledge, work, and merit are duly appreciated. This results in diminished academic, research, and institutional capacities and limits Albania’s potential for development.8,12,13
These challenges require, among other things, placing academic integrity at the center of the educational reform. Occurrences like the granting of titles and scientific degrees based on publications in predatory journals or plagiarized work have damaged the credibility of the education system and violated the principle of meritocracy.
These concerns are not new. They were also articulated during the student protest of 2018, when one of the main demands was the review of academic titles and degrees granted in violation of the standards for academic integrity. In July of 2025, the government itself publicly admitted that plagiarism is an element that has not been taken into consideration and that “we are the homeland of plagiarism.”14,15
In the face of this situation, we call for a New Social Contract, which places knowledge, merit, and human capital at the center of the democratic and economic development of Albania. With a “New Social Contract,” we mean the long-term engagement between public institutions, universities, the scientific community, the private sector, civil society, and the diaspora to build sustainable policies that guarantee the autonomy of higher education, academic integrity, high research standards, and public investment in science and education.
Compliance with European standards for research quality and integrity requires clear and effective mechanisms for preventing and addressing all forms of academic malfeasance.
At the same time, it is necessary to draft effective policies for the engagement of the Albanian scientific diaspora, through programs for collaboration, mentoring, academic mobility, and participation in research projects.
Në këtë kuadër, ftojmë Bashkimin Evropian të:
In this framework, we invite the European Union to:
We stand in solidarity with all the citizens who demand, in a peaceful and democratic way, more accountable institutions, the rule of law, and a new vision for the country’s development. We believe that investment in education, science, and human capital is not just a niche policy, but a fundamental condition for a functional democracy, economic competitiveness, and the European integration of Albania.
As part of this vision, we, the signatories of this letter, express our readiness to engage in this process.

Thank you for your email of 10 July 2026 and for sharing your open letter addressed to President von der Leyen, Commissioner Zaharieva and Commissioner Kos. We take note of the concerns and recommendations put forward by Albanian researchers, academics and professionals of the diaspora regarding education, science, innovation, academic integrity, human capital and Albania’s European integration path.
The European Commission has taken note of the concerns raised in your letter, including the importance of the rule of law, accountable institutions, academic integrity, higher education autonomy, investment in research and innovation, and the engagement of the Albanian scientific diaspora.
As you most certainly know, Chapters 25 (Science and Research) and 26 (Education and Culture) have recently been closed in the Council as part of Albania’s accession negotiation process. Let me clarify that while this is a very important milestone for Albania, the European Commission will continue to engage closely with Albania, in line with its long-standing commitment to supporting the country’s reform agenda and European integration path, including through sustained attention to the strengthening of higher education, scientific research, innovation and human capital as key national priorities. In this context, the Commission will maintain its support for reforms in these areas as an integral part of the accession process and will continue to encourage greater investment in research, innovation and institutional capacity, in accordance with European standards, priorities and instruments.
We also note your call for a long-term approach that places knowledge, merit and human capital at the centre of Albania’s democratic and economic development, as well as your readiness to contribute to this effort. In this context, your continued engagement remains valuable.
Thank you for conveying these views and for expressing your readiness to contribute to these efforts. Your correspondence and the points raised in the attached letter have been duly noted and shared with the relevant services.
Me respekt të thellë,
Yours sincerely,
